If the observer knew anything about U.K. traffic control and laws, they'd know that there really are speed cameras and scanners and shit that send you bills every month for every time you speed or drive through a congested area of town or do anything they don't like. They ARE robbing drivers, who already have to buy unentertaining diesel automobiles because gas prices are ridiculously high.
