The proper way to word it would be how many people has bush refused to issue a reprieve for.The governor of Texas or any other state has never executed anyone.The judge sentences them and if sentenced to death,he can step in if there is evidence to raise doubt but he can not find him guilty or sentence him.You should probably get some books on America before you respond your not helping your cause.
