It is called "The Chinkara", and was (is?) made by a dutch company, "Delft".. I think for about $5,000 USD. I don't think they make them any more.. Very rare, front wheel drive recumbant. There is a hinge in the middle which pivots right near the handlebars. The "Porche" of recumbant bicycles.
