Just because a general alert has been issued, doesn't mean that everyone will suddenly be able to leave a city.
If you don't have a car then it IS hard to drive north.
People may not have the means to leave and some people may not have the financial resource to be able to depart.
The term is 'looting' (not ludding grinning smiley) and I agree with 9.5er that that is definitely wrong, but don't withhold your sympathy from the genuine victims of this natural disaster become some of the people who stayed behond are running amok and stealing.
