Because it is a mandate of the State Dept to allow people into the US that have something to offer like a skill or brain power. Generally someone who is going to contribute to more than menial labor jobs. Those are jobs american citizens would ordinarily hold.
Many people who come as a student overstay their VISAs after they get their degree to make money and send it home knowing that the worst punishment is they get sent back to their country.
