Though a lot of folks on here are too young to know it, this is what you commonly found on most TV stations after about 10pm every weeknight when they signed off for the day and was typically displayed until 5 or 6am the following morning when I was a youngster.
I can't remember there being any 24hr TV stations until sometime in the 70s.
