Dear Sir: You are far, far too literal.
The whole "color coding" "threat level" bullshit keeps people terrorized.... AND does =nothing= to counter terrorism, because by publically announcing "Today is threat level Orange, we're watching the bridges!!" on the news basically announces to any potential sleeper cells that those days are bad to pull something off.
Israel, for example, would never have a "color coded threat index"... What point does it serve? I ask you...
