28. any czar WILL BE authorized by the people or they may not operate under the veil of our government, and will be subject to a minimum of 50 years in prison if they are proven to be: a communist, special interest group, or any other individual who might be a threat to our country/way of life/etc... no exceptions! yes special interest groups are a national security threat.
