No on e anywhere in the government is keeping track any spending the government is doing. Common snese dictates that the best way to improve the economy would be to give the money spent to the people of America to spend as we see fit. $9 trillion divided among every adult in America would be a huge chunk of change and most of us would spend it which would go back into the economy. If I had $30-40,000 in my hands it would not go into savings it would be gradually spent for survival because a savings would disappear if the economy went bankrupt.
