Ding, ding, ding .... we have a winner! I guess that's close enough to call it. They're actually mig welding pliers.
PJ, the large opening beneath the center of the tool is for removing the outer part of the nozzle for cleaning and the one above the center is for removing the wire feed tip. There's also a cutter for cutting the welding wire and the grooved jaws at the tip are for grabbing/pulling the wire, so you weren't all that far off
