Though there have been several plans put forth for them to do so with the Presidents hands tied by a do nothing congress not one of them has gotten any traction.

Since President Trump took office he's been beset by every member of the democratic party, many members of his own party and the media making almost any forward progress difficult. This indeed is odd since he, like Obozo also had a majority in congress for his 1st 2 yrs in office.

Obozo by comparison had almost unanimous support from within his majority in congress and a complicit media that fawned over any actions he took and was always at the ready to help conceal any missteps as well
