One would think that a man dressing as a woman under these circumstances is trying to illicit the response
"Man that's one ugly lookin' woman" as an act of self deprecation.
I can't see any relationship apart from the term "in drag" that relates to a grown man puncing around a stage thrusting his junk at the audience at a drag show.
Or maybe he was just a dumb teenager like most of us.
