It is called "The Chinkara", and was (is?) made by a dutch company,
"Delft".. I think for about $5,000 USD. I don't think they make them
any more.. Very rare, front wheel drive recumbant. There is a hinge in the
middle which pivots right near the handlebars. The "Porche" of
recumbant bicycles.

I just bought a used one. It is a very nice bike, the suspension is wonderful.
It is one of the few recumbents that can be ridden without hands. It has a 45
degree head tube which is unfortunate. It would have less low speed wobble with
a more vertical head tube.
It would be interesting for a manufacturer to build such a bike. It sure would
sell better.
