I'm not saying there aren't people out there stupid enough to do as the words in the pic say, but the plate could have been given to them as a gift.

I don't know how it works for Kiwi's, GAK, but in the U.S. the registered owner of the car is the person who orders the number plate. And, yes, there are plenty of people here stupid enough to protest the government by supporting the government.
